It's from a confusing exercise.

A. Mustn't go B. Oughtn't to go
C. Wouldn't go D. Shouldn't have gone
I can't understand why choose B not D.

Yes, it's D: he shouldn't have gone to the cinema last night.
"Shouldn't have gone" agrees with "last night" because "have gone" implies that the action has already been done. :)
"Oughtn't to go" (something I rarely hear, btw) doesn't agree with "last night" because "to go" means that the action will be done.
