The fair took place from November 18th to 19th. <- correct but sounds like American English to me. The fair took place from the 18th to the 19th of November. <- correct, but sounds more British English. Americans will often say (month) (day) whereas British people will say (day) of the (month) but this is a very small difference and not a problem :) As for the second set of sentences, do you mean the shop is closed for all of October?
