"Congratulations on your new home" is the appropriate phrase. 'Moved' works but this phrase sounds odd. You wouldn't say it.

Hi there You are speaking in the past tense = someone has ALREADY moved. You would therefore you " I'm glad you HAVE movED ED= past tense. Hope this helps.
