Is both an adverb here? 'We are both students.'

Short answer: here, yes. It modifies "are." But it's not commonly thought of as an adverb.
It's a very close call, and native speakers almost never consider the question ("both" as adverb vs. determiner/pronoun).
In the following sentence it is a pronoun: "We ate both sandwiches."
It can also be a conjunction (etc.), but those usages will be less exotic.
