What`s the difference between "Who am I" and " Who I am"?
Are they the same?

There is some difference. "Who am I" serves as a question, while "Who I am" is a noun phrase referring to your own identity.
E.g.
Who am I? - is okay
Who I am? is not okay.
"(Who I am) is not important." has a similar meaning to
"(My identity) is not important."

"Who am I?" is a question, and "Who I am" is a statement. :)
