Can passive verbs be adjectives? Can passive verbs be modifying adjectives? Like "A broken man". Could it be in French "Un homme cassé"? And if so, would the adjective be before the noun or after? :)

Yes. As in English, past participles of French verbs can be used as adjectives. With a few specific exceptions, French adjectives generally go after the noun. And don't forget that they have to agree in gender and in number - this usually means adding an 'e' to adjectives that modify feminine nouns and 's' or 'es' to adjectives modifying plural nouns.
