I believe it is referring to the 'Chef Menteur Highway in New Orleans East

From this link, I listened many times and I think that when the reporter is saying "on Chef" she may be referring to an area in which the woman lives. So, "Chef" could be the name of a street or something. Let me know if this makes sense.
