Is an English expression as informal as this one an appropriate translation for what I want to say?
Is an expression that is as informal as "Tell ____ that I said 'hi'!" a good translation for "viele Grüße an ____."?
I am just a little unsure if that German phrase is formal or informal.

Adding to what has been said before, you could also say "Bitte bestell ___ viele (oder liebe) Grüße von mir" oder "Richte ___ viele (oder liebe) Grüße von mir aus"

Practically, yes; literally, not.
Kind Regards = Freundliche (Liebe) Grüße
In a sentence:
Send my regards to ___ = Grüße ___ für mich.
Tell __ I said "hi!" is quite informal and could be translated as (Sag __ "Hallo!" von mir.) which sounds a bit odd. We usually stick with "Grüße an ___ | Grüße ___ für mich | Lieben Gruß an ___ "
