He was apt to bully the small boys, and flatter the big ones, and without being at all bad, was just the sort of fellow who could very easily be led astray.

When you say someone is "given to..." doing something, it means they have a tendency to do that thing. In this case, the thing he is "given to" do is "taletelling" which is a fancy way of saying "telling tales". "Tales" is an older word we used in English to say "stories", in this case it means "making up stories", which in English is a synonym for lying. Note that it could be innocent, he could be a young boy who likes to "tell stories" and is not intentionally "lying".
