I would interpret "i have milk for breakfast" as your breakfast consists only of milk and that is your usual breakfast. To have milk at brealfast sounds lile you only drink or use milk for breakfast but not for other meals.

Yes, but I wouldn't say "at breakfast," but rather "during breakfast." "Have milk for breakfast" simply means to drink milk while eating breakfast.
