people are is correct People is considered plural, 'are' is used with plural words

Hi, People is a collective name which can be used in two ways:
1) People - as "Single Population": This people is known since prehistory
2) People - as "Persons of a Community": The people of my city are wonderful
However, collective names are used mostly in plural (2)
