What is the difference between のでしょうか and でしょうか?
Do they have the same meaning? Or is のでしょうか slightly more informal compared to でしょうか。

のでしょうか doesn't exist - the の is part of whatever went before でしょうか.
It's used to make a noun from a verb, like 'going..' from 'go..'
