Both are fine. For short sentences, "whether SV or not" is more common.
"Whether you want to study or not, you have to do it."
If "SV" is longer, we will often use "whether or not SV" to make the structure clearer:
"I cannot fix this thing. Whether or not I hold the valve closed while I turn the wingnut on the lower left hand side of the air chute, the indicator light doesn't engage. I don't know what to do."
