Whats the difference between 人柄（ひとがら） And... 性格（せいかく）？

They are almost the same but have a subtle difference of nuance.
人柄 is usually used when the person is amiable or sincere, so it's generally not used with negative impression

Shouldn't you try to find out the difference by using Japanese at your level? :P
