Sean's absolutely right, but we also sometimes use 'operating' as part of a compound noun. Example: "The operating systems are at full capacity." (where 'operating systems' make one noun).

Operating is a verb so it is an action that someone or something does. Operational is an adjective so it describes someone or something. The captain is operating the boat. The boat is operational. The captain is operating the operational boat. :)
