The difference is
行くとしたら = If I ever go
行ったら Once I'm there

You don't say 遠足に行ったら(when I go to the hike,) 富士山にいきたい。the first sentence is right which is, If I'm going to a hike, I want to go to Fujisan. - 行くとしたら- If I'm going to go to (somewhere). 映画に行くとしたら、####が観たい。
