Are both of sentences OK? Whenever I need him, he's always there for me. Whenever I've needed him. he's always been there for me.

Yes, the sentences are both perfectly fine although, as I'm sure you know, their meaning is slightly different.

Yup, they're both OK. The second sentence implies that you needed him in the past, and maybe not so much or at all today.
