Hi Ethan, yes it can. In this context it usually implies that someone has felt a small bit of electricity. If someone is still talking, they weren't completely "zapped". For example, if you are plugging something into an electrical outlet and as you are doing so your finger touches the prong for a moment, you might get "zapped".
