所以,“吹”(to blow)=好 ,“吮”(to suck)=不好。

I don't know about the history of David陈克雄's story, but in English slang, "to blow" is basically the same as "to suck." It means that something is very bad. "My English blows" means the same thing as "my English sucks." "Blows" is even more informal than "sucks," but both of them always describe something bad. My understanding was that both terms were derived from sexual metaphors.
