We would rather say in spoken German (depending on the context of course): Ich lehne diese Pläne ab. 
The above sentences would rather fit into a written formal context.

With Franziska's correction, both are correct sentences. But these are not commonly used expressions. You might hear this from a politician or a CEO who wants to avoid a straight "no" in an interview. Or you can find it in newspaper articles in 3rd person: "A steht den Plänen von B ablehnend gegenüber" or: "A ist den Plänen von B gegenüber ablehnend eingestellt".

But I would say it is not a very common sentence, certainly not everyday life expression, it´s advanced German. You´d read it in a book, a novel maybe, for example. Or a formal letter.
