Do I "feel" offended or I "am" offended? Or perhaps both are correct?

Yes, both are correct.
Though speaking as a mediator in an arguement 😉:
If you would try to settle a conflict with someone, you might want to tell him or her that you "feel offended". Less direct, and makes restoring a friendship a bit easier.
