I'm not a professional teacher, but I think 来 is much more like "to" and is normally used in the middle of a sentence. So the frist sentence is like “by 打折 to(来) 吸引顾客”. If you want to use 为了, you'd better use it at the beginning of a sentence. So the second one should be: 为了吸引顾客，商店经常打折. Hope I've been a big help.

Agree to Andy Zhang's answer. They are of the same meaning, but should be used with different structures. Use your sentences as the examples: 1. 商店经常通过打折来吸引顾客。 2. 为了吸引顾客， 商店经常打折。（“为了。。。”作为状语放在句首，后面加逗号。）

为了 通常 这样用： 为了 some purposes, sb. need to take some actions. 来 通常这样用： Sb. do something, 来 achieve some goals.
