when to use the verb HAKU and KIRU ?

We use HAKU for pants,socks and boots putting on legs or feet. On the other hand, KIRU is used for jackets, shirts and kimono which have sleeves. KABURU is the verb for caps and hats. People from Northern part of Japan including me use HAKU for globs also. This is a kind of dialect.
