it probably is possible in addition to everything said before that in depends on the teachers even within a single university
If you are lucky to have the best teachers in an average univ., it is better than to have the worst teachers in the best one ^__^

Yes, of course! Isn't everybody that can study in a good university. Bad universities was made for these people.That is such a pitty.
