That really depends what country you are in. America and England have different subdivisions of regions. IN England when we talk about cities, we might say: Metropolitan City; Major City; Large city; medium-sized city; etc Then there are town: Large towns; smaller towns; country-towns; etc A county-level city refers to a city in China with city-like administration. I don't think we have the same thing in England.
