capisci [il presente di capire] = you (informal) understand / 你(妳) 明白(或：理解)；
tutto = all, everything; 全都、所有、一切；
quando = when / 當...時；
parla [il presente di parlare] = speak, talk / 說(或：講)；
l'insegnante = the teacher / 老師；
So the whole sentence means,
"Do you understand all when the teacher speaks?" =「當老師說話時，你/妳全都明白嗎？」
