Amin
What does this sentence mean? He feels like he's busy spinning his wheels. Is it mean he is doing his best in his job?

Quite the opposite in fact. "To spin one's wheels" is an idiom meaning "to waste one's time, to not advance or achieve anything." Picture a car stuck in mud or on ice. You hit the gas, and the wheels spin, but because of the mud/ice you don't actually move.

Hi Amin. I hope this helps. If someone spins their wheels, it usually means they fail to achieve anything. They feel like they aren't getting anywhere.

Hey Amin “Spinning his wheels” basically means that he fails to achieve anything satisfactory! It means it wasn’t the desired outcome. Hope this helps :)
