In this case, “I’m so over being blue” = “I am tired of being sad” or “I am done with being sad.”

In some English speaking areas people say they're feeling "blue" when they're under the weather, or unwell. "Over" is just another way of saying "done", "finished" or "tired" in your example. Essentially they're saying that they are fed up of being ill.
