Keep in mind that the passive voice, which all of these are in, is generally frowned upon. Also, the use of simple present is not very common. That said:
1. Tom is asked by Lily to do the job. Correct
2. Tom is asked to do the job by Lily. Correct
3. Tom is asked to do the job. Correct
Now, if we want "the job" to function as the subject of the original, what can we rewrite it as?
I guess such as:
4. The job is asked to do by Tom by Lily. Incorrect
5. The job is asked by Lily Tom to do. Incorrect
6. The job is to be done by Tom whom Lily asks. Correct maybe, but very awkward
7. The job is to be done by Tom whom is asked by Lily to do so. Correct, also awkward
8. The job is done by Tom who is asked by Lily to do. Incorrect.
You cant' say "The job is asked to do". You could say something like "The job is requested."
