The phrase "I would like to" is used to say that someone wants to do or have something, for example: 'We would like to help in any way we can.' "I would to wish" is incorrect, unless what you're trying to say is "I wish I could...".

"I would to wish" seems incorrect. I can't think of any situation where I would say that. However, one might say, "I wish to..." which has basically the same meaning as "I would like to..."
