Why is “appropriate to” used in the sentence “Punishment should be appropriate to the crime” and not “appropriate for”?

The phrase 'punishment should be appropriate to the crime' means that the punishment must be proportionate to the crime—in other words, the severity of the punishment should match the seriousness of the offence. When we use 'appropriate for,' however, we’re talking about suitability. For example: 'The movie is not appropriate for children.'
