Can I say this like, Technically we are supposed to go to class on time, but no one cares and the teacher doesn’t make the roll call

I would suggest:
Technically we are supposed to get to class on time, but no one really cares. The teacher doesn’t even take roll.

The teacher doesn't TAKE a roll call.

That's pretty good.
In the United States I would say "doesn't take attendance" rather than "doesn't make the roll call." If I wanted to use the word "roll" I would say the "teacher doesn't call the roll."
