"До тех пор" = до какого-то момента.
"пока что-то" - указывает что за момент иди состояние.🏛👨⚖️

До тех пор - until then
He got married when he was 40. Until then, he always lived alone - Он женился, когда ему было 40. До тех пор, он всегда жил один.
До тех пор, пока - until
Keep going until I tell you to stop - Продолжай до тех пор, пока я не скажу остановиться.
