That is because we don't have AM and PM.... for Example : Ura je trinajst... It's one o'clock..(afternoon).... If we say It's one o'clock that means 1AM in the morning and not afternoon...So it's 13. The day had 24 hours and we count it that way. 13=1 14=2 15=3 and so on.... Simple :)
