"As for" means "regarding" (quanto a)
one works as a pronoun (um).
Temper is the state of mind (temperamento).
So it would be like: "Regarding the own temper"

Temper probably come from "temperature". A bad temper (high temperature) is an aspect of a persons personality. Basically, when someone gets really mad anytime something doesn't go their way we consider them to have a Bad Temper.
Little kids throw temper tantrums when they don't get what they want.

To answer your question, I would need to know the context of the phrase. Do you have a complete sentence or a paragraph?
