It's a poetic device. I wouldn't say it's a standard phrase, but you do tend to find this sort of thing in poetry. It basically is implying that the moon is lonely, and therefore would understand loneliness in others, i.e. humans. BTW, the poetic/literary device of attributing human emotions to non-human things (the moon, flowers, the sea, etc.) is call PERSONIFICATION.
