Does "Out, still in the wind" mean "still at large" from the audio? But the meaning is "people are talking about it and it may happen" in dictionaries which doesn't fit the context. This is from a cop show.

I reckon it does mean 'still at large', as you suggest. I don't think this is a commonly used phrase, I've certainly never heard it (native speaker).
