Maybe Beijing is the better.

In my opinion, north cities are better than south cities. You can choose Beijing and Tianjin. This two cities are near each other. As everybody knows Beijing is the capital! If you want to live and study comfortable, I suggest you to study in Tianjin. There are good universities and language institute.
