In my birthplace ciaparàtt implies that all the person in question can do is to chase rats. As far as I know, in its typical usage this word is meant more to produce amusement than to express contempt.
Perdabàl, barlafùs, balabiòtt and giacalüstra are similar terms whose etymology and meaning will also make for some fun.

Non è una parola italiana, bensì una parola (anzi due) del dialetto lombardo. Letteralmente vuol dire "acchiappa topi". L'utilizzo te lo ha spiegato bene Giordano nel suo commento.

A Milano (e in quasi tutto il nord Italia) si usa spesso l'espressione "Va' a ciapà i ratt!" ("Vai a prendere i topi" per mandare qualcuno a quel paese, in modo un po' più "gentile" :D
