#1 = very likely = probable #2 = not impossible There are other ways of saying both, but which one do you want to say?

Both are correct and natural, though #1 makes it sound much more probable that the Cabinet resign. Also, I believe Cabinet should be capitalized in English, and some people might insist that it should be "Chances are that the ...", however, I think the "that" is optional.
