Is “malin” a negative or positive description of someone?

It dependence on the sentence, basically is a bad adjective ,but when you speak to a freind it can be take as a compliment, it can be explain as : mean or so intelligent (the action)

Not negative really it just means "clever" but kind of "mischievous" too.
Also please note that Le Malin = the Devil

Malin means smart and it not means intelligent.
When you are smart you have a strategy to do something.
French people use the word malin as a funky thing sometimes when Someone use a strategy to get something but it's funny 😅
