'She wasn't joking' means that she was being sincere. She meant the advice genuinely. In the future, if a girl asks him for 'money for the bathroom', he should give her more money than 25 cents; he should give her a significant amount of money. If he had given her more money, she would have invited him in. 'Money for the bathroom' is a euphemism and he didn't understand it.
