Use them differently:
“travel to” = movement to a destination
“I traveled to Japan.”
“She travels to New York for work.”
“travel in” = movement inside a place (within an area)
“I traveled in Japan for two weeks.”
“He traveled in Europe last summer.”
Simple rule:
“to” = go there
“in” = move around inside that place
