A. Incorrect. Cattle is plural so "are" should be used instead of "is". "The cattle are in the shed." B. Correct. However it doesn't sound as natural as "The police caught the burglar.". C. Incorrect. Too many plural forms. Option 1 "News of victory keeps pouring in.", means news from a single victorious event keeps pouring in. Option 2 "News of victories keep pouring in.", means news from multiple victorious events keep pouring in. D. Correct.

The only sentence that is incorrect is A. I agree with Kezia Ortiz that C does not sound very good, but there's nothing grammatically wrong with it. "News" is singular, so "news keeps pouring in" is correct.

I think B is incorrect because 'The police' is a singular subject pronoun and we use 'has' when the subject is a singular noun or singular pronoun. People use 'have' when the subject is a plural noun or plural pronoun. The first person singular pronoun 'I' also take have. (Reference: https://www.englishgrammar.org/has-or-have/)
