what do you mean by "down in the dumps"
I got it from a youtube lesson.
He told that,
" I have been down in the dumps since I failed the exams".
•Is he mean that, "he felt sad mentally when he failed the exam".Isn't it?
•So how we can use it in difference ways when speaking?

It means sad.

It's an expression meaning someone is sad. Depressed.

It's just an expression. Basically, failing the test made him feel sad.
That is the only way to use that expression.
