Hi! How to understand this sentence? Why 33 hours in November can give bosses plenty of room to require current employees to work more for them so they can avoid of hiring new employees? I fail to find a connectivity in here. 😥

The sentence is suggesting that bosses have the opportunity to make current employees work more hours (cracking the whip), before they need to start looking at hiring more people. a 33-hour working week is considered below the average working time of around 37-40 hours / week.
