Some adjectives such as concerned, involved, opposite, present,proper, responsible have different meanings when they are used before a noun and after it.Can you tell me the different meanings?

I think they all have the same meaning, either before or after a noun. For example, a concerned gentleman, and the gentleman was concerned. These 2 sentences mean the same thing
