Hi Serena, 1. Why do you want a qualification? TOIEC is primarily for people seeking work. TOEFL is more general English. TOEFL is perhaps better if you need a qualification to start a study programme in English (but there is an argument that IELTS is better for this). IF you want a qualification to get a job then you could look at job adverts in your field, and see what employers are asking for. Likewise, IF you want to study check what qualifications the schools/universities are asking for. 2. If other people say one exam is better than the other, you should ask how they know this before deciding whether to trust their advice. Have they completed both exams or is it their perception? Perhaps we should only listen to people who have experience of both exams, but I guess perception is important. Perhaps there's a general perception that one is easier than the other. I am not sure if this is true, but if you think about it, IF it were true this means that this qualification would be less valued...To reiterate I am not saying that the one is better or worse than the other, just that it's important to consider what other people think about the relative values of these two qualifications.
