None of the options are good.
Set up = arrange. So it's possible that is the intended meaning but it doesn't sound very natural.
Set for
Set into
Neither are phrasal verbs.
Set off = begin a voyage. So this is probably the correct answer. However, the complete sentence is still incorrect as it needs the preposition 'on' before 'a voyage'.
