= to cry noisily, without anybody being able to help you stop.
Your emotion is so strong that no one can comfort you.

It basically means that someone is crying from feelings of such extreme sadness that, even if someone tried to comfort them, it wouldn't help and they will not stop crying.

To weep means to cry. If you are inconsolable, it means that nothing can make you feel better. So to weep inconsolably means to cry so much nothing can make you feel better or stop the crying.
